Malaysia Fuel Subsidy Sequence (2025): Tap Card or Insert IC First?

Since Malaysia launched the BUDI95 fuel subsidy, many drivers are confused at petrol stations.
Should you tap your payment card first or insert your MyKad (IC) first?
Different petrol brands have different sequences — here’s the latest guide for 2025.


🚗 Shell, BHPetrol, Petronas

👉 Tap Card First, Then Insert MyKad

Steps:

  1. At the pump or terminal, tap or insert your debit/credit card first.
  2. Wait for the screen prompt, then insert your MyKad (IC) for subsidy verification.
  3. Once verified, you can start refueling at the subsidised price (RM1.99/litre).

👉 Insert MyKad First, Then Tap Card

Steps:

  1. Insert your MyKad (IC) into the reader to verify your identity and BUDI95 eligibility.
  2. After successful verification, tap or insert your card for payment.
  3. Start pumping once the transaction is approved.

🛢️ Caltex

👉 Currently Not Supporting BUDI95 Subsidy

  • Caltex stations are not yet integrated with the BUDI95 subsidy system.
  • Even if you insert your MyKad, the subsidy will not apply.
  • You can still refuel at normal market prices until further updates.

💡 Helpful Tips for Drivers

  • Check the pump screen — if it says “Insert Card First”, start with your card.
  • Keep your MyKad chip clean — unreadable chips can block subsidy access.
  • Make sure your driving licence is valid — expired licences may stop subsidy use.
  • Subsidy limit: Each eligible driver gets up to 300 litres of RON95 fuel at the RM1.99 subsidised rate per month.
